Scoreboard of the Member States’ Article 12 reports

This page provides an overview on the state-of-play of the reporting in the form of two scoreboards (Conformity with reporting format of the data delivered and timeliness of the deliveries). Details of the criteria used are available here.

Conformity with reporting format of the data delivered

Based on the 2nd delivery of national Article 12 reports, an evaluation has been made of the conformity of data delivered in comparison with the reporting format. This evaluation reflects the information already published in Art.12 National summaries under the section "Data quality and completeness". Detailed supporting statistics per country are available here.

The thresholds for assigning a smiley on data quality are explained below. Different thresholds have been used for "Missing obligatory information" on one hand and "Absent and unknown information" on the other hand.

Thresholds used for "Missing obligatory information" Thresholds used for "Absent and unknown information"
less than 2% less than 10%
between 2 and 5 % between 10 and 25%
more than 5% more than 25%

Timeliness of the report delivery

Article 12 reports (1st delivery) were expected by 31 December 2013.
The scoreboard below shows the actual delivery dates.

Once the EEA and ETC/BD have performed the Quality Assessment and Quality Control (QA/QC) on the data, feedback will be given to Member States. If relevant, Member States submit corrected reports (2nd delivery). Thus, a similar scoreboard for the 2nd delivery will be made available later on.
The scoreboard indicating the quality of the reported data will only be made on the basis of the second deliveries.

The criteria for assigning a smiley based on date of delivery is explained below.

1st delivery 2nd delivery
submitted by the deadline (31 December 2013) submitted by the deadline - i.e. six weeks after the feedback (Qa/Qc report)

delayed by less than one month submitted after the deadline, but before the cut-off date (for Art 12 2nd deliveries, flexible approach was used due to delays in Member States receiving the Qa/Qc reports)

delayed by more than one month submitted after the cut off-date or 2nd delivery not submitted
